Sekiro was released close to seven years ago. Sure it's still making some money but that is not the reason it's not on Game Pass.
Actually googling it and it seems like it's because the publishing agreement with Activision did not include streaming or subscription rights. So there is no guarantee it will come to Game Pass, even though it was published by a Microsoft company. Too bad.
It needs to go lower, considering its age

You'd be surprised how many people get hooked by the new FromSoft games as they come out (e.g Elden Ring), and then go back and play all the older ones too. That's what happened to me anyway - started with Sekiro, then got DS1-3, Bloodborne, Demons Souls. I see tons of people on the forums coming from ER and wanting to play the older ones. Is it a cash cow - likely not, but it's an ongoing revenue stream that gets a significant bump every time they put out a new game and new players get introduced to their formula.

COD relies on microtransactions for the majority of its revenue. It makes sense to get it in the hands of as many people as possible, even for free. Sekiro is a single player game, with no online feature and no microtransactions, that only earns revenue from copies sold.
The likely issue is that despite MS (through Activision) is the publisher, they still owe royalty to the developer AND their agreement probably doesn't encompass releasing it on Game Pass or the cost to MS might be prohibitive. So a negotiation of the contract may be necessary, and payments made. The game is old, and may not be worth much to MS to put it on GP as it's not a big enough draw. It's why MS makes a lot of their own content, and acquired all those studios. Content production is a lot cheaper than licensing content for GP.
