According to my math it's $14 per set ($7 per tool):
5 x $20 = $100
$100 - $30 = $70
$70 / 5 = $14

I ballparked with tax included. I get 74.05 after tax or $14.81 hence the $15. I may adjust the deal as what you say is true and most deals are posted pre tax

I would recommend doing store pickups in two different stores and letting the other one cancel out. PSA, don't use a gift card for such orders, as they are a PITA to cancel and refund.

I believe this method is what is getting people banned. I'd suggest just doing a buy and then return, not the option of different stores and then not picking up.

I got banned a couple months ago. Wouldn't let me check out using multiple payment methods. Even PayPal check out failed. Talked to support and they made an order for me and that failed. They put in a ticket to fix my account but it never happened. Sucks... thankfully there is an HD a mile from my house but I don't think I can "hack" deals anymore. I would not do it on something this cheap.

What hack method did you use? Buy and return in store or buy and then not pickup and let the item auto refund.I have only ever done the buy and return in store and it's never been an issue. If it's not allowed, then they can tell me that when I am there in store returning the item.
