You can open and play the game until then but it will be limited to switch 1 gameplay stuff like frame rate, resolution etc. Then when the update becomes available, IF you are online it will prompt you to pay for the upgrade/update.
You will almost certainly still need the physical cartridge inserted into the switch 2 to initiate this upgrade.
