It's entry level, but... could be good for someone who just wants basic file storage.

Would this be good for stream 1080p video? I am a newb to this stuff
If you're just doing local playback of HD video connected to a computer, it will handle it no problem. It should even be able to handle Plex playback if it doesn't need any transcoding.

What's an inexpensive but decent NAS that could handle transcoding? I'm overwhelmed by the options.

I'm partial to the QNAP line. If you want to keep it 2-bay, the TS-264. But IMHO, if you do 2-bay, it really limits your RAID options and essentially you're relegated to a single disk (+redundancy). So I personally do 4-bay NASes.
The TS-464 is at Black Friday pricing. $470 on Amazon. It matches the lowest I've seen for new on this. They HAD used for $427 - 3% = ~$300. I sprung for two of them because my colleague said he wants a NAS and I'm pondering building out a second. I flagged it as "deal expired" at least once, but the mods have left it active. Perhaps watch both the 264 and 464 to see if Amazon Resale stock still comes back in (assuming the additional 30% off is still a thing).
If those price points are too high, Terramaster is starting to gain traction and they'll give you a bit more hardware for the price point. I'm not TOO familiar with them, however, so I don't want to start recommending specific models.
Sorry that I'm not more help.

Thank you for this info! Do you know anything about building your own NAS? I know some people buy old PCs and convert them into NAS with an OS like Unraid or TrueNAS. Not sure if I'd really come out ahead cost wise doing that.

I've heard of people doing it, but haven't done it myself. But yep, that's a viable option. If you're new to the world of NAS, it might not be the best place to start. But I'll let you make that call.
