I generally view Qualcomm as superior to Mediatek, with Intel typically being near the top in performance. Intel cards are often not compatible with AMD CPUs however, so for AMD builds, it's hard to go wrong with Qualcomm.
Are AX211 / AX411 cards sold as PCIe cards for desktop PCs? Yes. And there are endless articles online where people try to troubleshoot why they aren't working, along with simple M.2 drop-in cards with the same common chipsets.
Thus, the reason why I usually steer non-tech people towards vendor chipsets that are universally compatible, particularly if they have an AMD build.

You can buy the cards individually themselves but at that point you are looking at a minority of people who buy WiFi cards instead of ethernet for a stationary desktop, and then another minority that's going to buy an adapter, then plug in the card itself, and NOT know that AX211 WiFi 6E only works with Intel while AX210 works with both. End result is what I said already, most people will find chipsets that are already compatible, since there aren't many sold by major vendors that aren't.
