When both ports are used together, the maximum output is only 15W. So cannot charge 2 devices.

If is 15 watt per port, I'd say that's still sufficient. It it's 7.5 watt each, yea, that'll be a slow charge for sure...

If you want to charge 2 modern smartphones, get a charger with 2 USB-C ports. Most modern phones don't like those QC ports.
