The Garmin does require a subscription [https://www.garmin.com/en-US/p/837461/] for it to even work as a basic service (will not send SOS without a subscription), but that service can be paused, IIRC.
I had this on my 3xCamel watch list for a little while and got the price drop notification this morning. I'm a SCUBA diver, so I'll also put a price watch on the dive case.
Except that these are bulletproof and the battery lasts forever the only reason I'll keep it when I'm in the backcountry

A phone should always be your first line of safety, even with this device...given this is still limited in what it can do in an emergency situation.

This is why these devices exist. You think a phone fully replaces everything. A phone is a jack of all trades and a master at some... not all. No modern phone has a batterylife that will suppor all at once. You are using it for gps, photo, comms... You will not make it.

And your apple satellite service uses spot's satellites. Another thing is the actual rescue services that are provided. So you if you do not go to the back country and need a dedicated device great. take all of your batteries and dongles with you...
