It wants me to pay $7 to ship this S&S item. It never asks me to pay shipping on my S&S orders. What gives?

Yeah, this has to be a Prime-exclusive deal or something. I don't have Prime, but we use S&S all the time. The S&S option for this one isn't in its usual place on the main product screen (it shows after I add it to the cart).
