Out of all the things you mentioned, a "normal" user would probably realize the benefits of 12GB of RAM sooner than they would WiFi 7 or BT 6 by a long shot. Faster charging could be realized immediately but the benefit is not that substantial.

I bought the 13" 256 GB WiFi in-store this past weekend for $999. Returning it, as I just ordered the 13" 512GB. Can't go wrong with adding more memory for the same price, though I probably won't activate the cellular part.
