During checkout, I chose pickup at different stores (tool at one store, battery at another). I cancelled the battery immediately on the website, and it was reflected correctly on my credit card. I got the pickup email for the tool. I was able to do 3 orders, but got payment errors for the 4th. I paid with my BofA card, which has a 4% Home Depot cashback offer you need to click on first, so hopefully that goes through.

Picked up this combo in-store over the weekend. When you check out it calculates the value of each to make up the $99. The cashier pointed at the screen and let me know that the values shown is what I would get back if I returned just that item. It may actually not be a frowned upon but not sure. I'm tempted to go back today for another combo and try to get a second tool for cheap by returning the batteries.
