It takes the friction of the cable on the desk/pad away. I used one of these for a long time with a razer mouse and it made a decent improvement on the weight and feel of the mouse.

Essentially keeps the mouse cable out of your way. Less drag or trying to move it out of your way especially if there is too much cable. Cheap and effective. Much preferred one when I had a wired mouse
